There are two masters of persuasion in US presidential history - Bill Clinton and Ronald Reagan, and Barack Obama, current president, also has brilliant skills of persuasion or oratory, which helped him to gain popularity among the American citizens and around the world.

Ronald Reagan - At the beginning of his presidential career, Congress approved his requests to lower taxes and a range of governmental programs. Moreover, he has increased financial reserves on needs of defense. Unfortunately, the raised costs of defense needs and tax cut had resulted in a budget deficit. Reagan was criticized by Democrats for curtailing social programs which demanded reduction in defense spending and higher taxes to solve the problem of the deficit.

In 1983 American Marines were sent by Reagan to Lebanon to become part of peacekeeping force. But one year later when 240 of them died because of a terrorist attack, they were returned.
In 1983 the president sent American soldiers to Grenada in order to crush supposed plans of the Cuban government to take control of the Caribbean island population. Reagan branded the Nicaraguan left-wing Sandinista government as undermining peace in the region of Central America and many times tried to provide the anti-Sandinista rebels (contras) with military supplies. A political scandal of the Iran-Contra Affair was confusing for the administration. In 1987 the world was shaken by the news: congressional hearings resulted in finding out that the US President had been taken illegal actions by providing financial aid to Nicaragua's guerrillas and supplying weapons to Iranians.

Reagan's call for changes in the federal income tax laws contributed to pushing through the Tax Reform Act in 1986. The downturn which happened of 1987 made law from new bill aimed at balancing the federal budget. However, an enormous budget deficit remained a problem for the administration.

In 1986 the president ordered to bomb Libyan military targets to revenge for their support to world terrorism. Reagan's policy of reflagging oil tankers from Kuwait and escorting them in the Gulf sparked clashes with Iran. Treaty with the USSSR concluded in 1987 became the president's biggest diplomatic achievement. The document prohibited intermediate-range nuclear forces (INF) which were passed in 1988 approved by the Senate.

The president's diplomatic talent resulted in a much more conservative regime of government. His presidency later became a sample for Conservatives and an example for the two leaders-Republicans. In his active actions aimed at expanding the US military might politicians often see the cause of the USSR disintegration. Regardless all the difficulties of the period the president managed to instill confidence in the hearts of ordinary Americans due to his incomparable eloquence. 
Bill Clinton - at the beginning of his term in Office, Clinton suggested increasing taxes and cutting spending by approximately $500 billion. The proposal was reluctantly approved by Congress. In addition, his project of NAFTA (the North American Free Trade Agreement) with Canada and Mexico also met an approval. But one of the projects he cared much about health reform was rejected.
Clinton was accused of misconduct before being elected for the post of the US president. His wife's and his own names were involved in the scandal around Whitewater Development Corporation. This company from Arkansas was operating on the real estate market. Moreover, the president was accused of sexual harassment of Paula Jones. All these problems had an additional negative impact on the image of Democrats. As a result, in the 1994 midterm elections the Democratic Party failed. 

As for the international politics, Clinton contributed into reaching an agreement between Israel and PLO (Palestinian Liberation Organization). The document meant self-governance for Palestinians in the Gaza Strip and West Bank. Besides, in his presidency 20,000 US soldiers were sent to become a part of international peacekeeping force.
During his second term, Clinton succeeded in reaching an agreement with the Congress controlled by Republicans concerning the issue of a balanced budget. Regardless taxes reduction by $95 billion, the idea drained $293 billion from federal expenses. Despite above-mentioned events, the number of those receiving social aid decreased. Partly it happened because of the welfare reform approved by Congress in 1996. A little bit later another scandal disgraced his presidency. These were charges concerning Clinton's sexual relationship with Monica Lewinsky and the president's attempts to cover this fact up. Independent Counsel Kenneth Starr who also took part in dealing with the Whitewater case launched an investigation. He focused on finding out whether Clinton had committed perjury when denied relationship with Lewinsky in a sworn statement on and whether the president tried to make Lewinsky lie in her sworn deposition in connection with P. Jones suit.
Firstly, the president tried to deny his guilt. But after M. Lewinsky swore in testimony that she had an affair with Clinton, he had to admit that he was lying. In the wake of the scandal Starr issued a report declaring that Clinton's behavior could result in impeachment. The House of Representatives impeached him, but the Senate lifted charges of perjury and he was justified. Regardless all these problems, Clinton had an opportunity to push through Congress a long-standing program aimed at backing the Social Security system. In 2000 the Clintons' good name disgraced by Whitewater scandal was restored.
The scandals around the American president did not affect his activity in foreign affairs. He managed to persuade B. Yeltsin (Russian president) not to resist NATO expansion eastwards. The organization freely accepted several former Soviet Republics as members. Besides, after terrorists attacks on the American embassies in Dar es Salaam, Nairobi, Tanzania and Kenya American president resorted to retaliation and bombed sites in Sudan and Afghanistan. In addition, Clinton decided to attack Iraq when its official denied the UN inspectors on their military facilities. Clinton contributed to making a Middle-East pact between Palestinians and Israelis. The later agreed to remove military forces from the territory wanted by Palestinians. In response, Palestinians had to put an end to terrorist attacks on Israel.
Shortly after the end of the impeachment trial, the president launched a large-scale military operation, the biggest in his presidency - he took part alongside with other NATO members in a campaign of aggression against Yugoslavia. The goal they were pursuing was to make Slobodan Miloevi (president of Yugoslavia) stop oppression of ethnic Albanians in Kosovo. Two months later Yugoslavian president had to obey and withdrew troops from the province. That was a complete victory, absolutely bloodless for the US.
During the last year in Office again tried to contribute to alleviating Diddle East conflict. But the agreement between Ehud Barak (prime minister of Israel) and Yasir Arafat (leader of Palestinians) that concerned the issue of Palestinian state was not reached at a summit at Camp David.
Obviously, Clinton was an excellent diplomat regarding his performance on the international scene. The former president is a good example of the Life Path 2. Unfortunately, he did not succeed in ranking due to immoral behavior.
From his first days in the office Barack Obama faced very hard times of recession and economic crisis û these challenges had a magnitude equaled only to problems faced by Washington, Lincoln, Wilson (all occupying a place in the Top 10 Presidents). The recession itself, budget deficit, national debt, and two wars United States were engaged in have had a strong negative influence on country's reputation and inner economic situation. There are several current challenges in energy independence, health care, education, and global warming issues. We are sure, that Mr. Obama has all the power and can guide United States through these problems- undoubtedly, he will take the place in America's greatest presidents rank.
